Sweetening the Deal: Why the New ₹365 Sugarcane Price is a Lifeline for 5 Crore Families

Farming is a business of constant calculations. Every season, farmers weigh the cost of seeds, fertilizers, and diesel against the volatile promise of what the market will pay them months later. But for India's sugarcane growers, the math just got a whole lot more reassuring.

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, officially cleared the Fair and Remunerative Price (FRP) for sugarcane at a record ₹365 per quintal for the upcoming 2026-27 sugar season.

This isn't a minor administrative update. Moving into effect on October 1, 2026, this price hike directly secures the economic stability of roughly 5 crore (50 million) sugarcane farmers and their families, alongside 5 lakh workers tied to sugar mills across states like Uttar Pradesh, Maharashtra, and Karnataka.

The Economics: A 100% Profit Margin Guarantee

To appreciate why this number is causing quite a buzz in rural cooperatives, you have to look at the actual cost of cultivation.

The Commission for Agricultural Costs and Prices (CACP) estimated the raw production cost (accounting for actual paid-out costs plus the imputed value of family labor) at ₹182 per quintal.

By fixing the guaranteed minimum payment at ₹365, the government has essentially delivered a 100.5% profit margin over production costs to farmers. It is a massive financial buffer that ensures that even if local demand fluctuates or global sugar trade faces erratic headwinds, the farmer's bottom line remains locked in.

Rewarding Quality, Protecting Risk

The new formula is structured around a baseline sugar recovery rate of 10.25%. But the policy introduces a brilliant, tiered incentive system designed to reward high-quality farming while fiercely protecting those hit by bad weather:

  • The Quality Bonus: For every 0.1% increase in sugar recovery that a mill extracts above the 10.25% baseline, farmers pocket an additional premium of ₹3.56 per quintal.

  • The Safety Net: Historically, if a farmer's crop suffered from poor weather, causing the sugar recovery rate to drop, their payout would face steep deductions. Under the new guidelines, the government has declared a strict floor. Even if a mill's recovery drops below 9.5%, no further deductions can be made. Those vulnerable farmers are legally guaranteed a solid base price of ₹338.30 per quintal.

Resolving the "Delayed Payment" Nightmare

For decades, the true headache of sugarcane farming wasn't the price itself—it was the agonizing wait to get paid. Sugar mills frequently hoarded "cane arrears," leaving farmers waiting months, or sometimes years, to clear their dues.

Fortunately, the tide has turned dramatically. According to data shared during the announcement, the system has tightened up considerably:

Payment Clearance Rates:

  • For the 2024-25 season, a staggering 99.5% of all farmer cane dues have already been completely cleared.

  • For the 2025-26 season, mills have already cleared 88.6% of payments to farmers ahead of schedule.

By making sure that mills have the structural capacity to pay—and combining that with an aggressive FRP timeline—the government is turning sugarcane back into one of the most reliable and highly anticipated cash crops in the country.

A Balanced Foundation

Agriculture will always have its fair share of risks. Between climate-induced heat stress and fluctuating groundwater levels, farmers have plenty to worry about.

But with this latest policy update, the price of their hard work isn't one of them. By anchoring the sugarcane FRP at a highly profitable ₹365/qtl, the country is sending a clear message: the food providers who sweeten our tables deserve a predictable, dignified, and secure financial future.
